Our History
The History of SHF Smoky Hill Foundation began in 1979 when the agency was known as the Alcoholics Services Unit, a department within St. Anthony Hospital of Hays.
On July 1, 1982, the agency became free standing and was incorporated as Smoky Hill Foundation for Chemical Dependency, Inc, a private, non-profit corporation for the prevention, intervention and treatment of chemical dependency and substance abuse.
In 1987. Smoky Hill Foundation became the umbrella agency for the Regional Prevention Center of Northwest Kansas.
In June 2015, funding for the prevention in the state of Kansas ended and the prevention component of Smoky Hill Foundation was eliminated.
Smoky Hill Foundation For Chemical Dependency, Inc-Outpatient Treatment accepts insurance and handles all the paperwork and billing. We also accept Blue Cross Blue Shield of Kansas and Kansas Medicaid.

Jobeth Haselhorst
TREATMENT DIRECTOR
Jobeth Haselhorst is the Treatment Director of Smoky Hill Foundation for Chemical Dependency, Inc. She is a Licensed Master Social Worker and a Licensed Master Addiction Counselor. She graduated from Fort Hays State University with a Bachelor of Arts in Sociology with a certificate in Life Stages and Transitions in 2010 and a Bachelor of Arts in Social Work in 2017, with a Master of Arts in Social Work degree from the University of Kansas in 2018. Prior to becoming Treatment Director in January 2020, she began her career with Smoky Hill Foundation as a Chronic Disease Risk Reduction Coordinator in 2014.

Kasey Grauerholz
PHILPSBURG OUTREACH
Kasey Grauerholz is the addiction counselor for our Phillipsburg Outreach office. She is a licensed addiction counselor and licensed bachelor social worker. Kasey graduated from Fort Hays State University in 2018. Kasey began her career in child welfare for four years, then joined Smoky Hill Foundation in 2020. In her free time, Kasey enjoys camping, reading, doing DIY projects and spending time with her family.

Ashley Starkey
COUNSELOR
Ashley Starkey is a Temporary Licensed Addiction Counselor and Licensed Bachelor Social Worker with a passion for supporting individuals and families on their path to healing and recovery. She earned her Bachelor of Social Work (BSW) from Fort Hays State University in 2024 and is currently pursuing a Master’s in Social Work to further deepen her clinical knowledge and impact. Ashley’s professional experience includes providing addiction counseling, supporting families through life transitions, and drawing from her own lived experience with family-related recovery. Outside of her professional work, Ashley finds joy in nature, whether hiking, kayaking, or tending to her plants. She values quality time with family and is committed to personal growth and lifelong learning.

Corrie Zimmerman
COLBY OUTREACH
Corrie Zimmerman is the Colby Outreach Counselor and provides bilingual counseling services in both English and Spanish. She earned her Bachelor’s degree in Social Work from Fort Hays State University and is passionate about making counseling accessible and supportive for diverse communities. Corrie’s approachable style helps clients feel understood and empowered as they work toward their goals. Outside of work, Corrie enjoys spending time with family.

Rubie Yost
COUNSELOR
Rubie Yost is a Counselor who provides individual sessions, evaluations, and facilitates the Hay’s men’s group. She earned her Bachelor’s degree in Social Work from Fort Hays State University, where she is also completing her Master’s in Social Work. Rubie is a Licensed Baccalaureate Social Worker (LBSW) and holds a certification in grant writing. Outside of her professional role, Rubie enjoys spending time at home with her cat, creating art, and finds joy and peacefulness in cleaning.

Rachel Bomba
COLBY OUTREACH
Rachel Bomba is part of the Colby outreach team. She facilitates the Colby Women’s Group and provides individual sessions and evaluations. Rachel graduated from Fort Hays and is a Licensed Baccalaureate Social Worker (LBSW). She is working on obtaining her addiction counseling license. Rachel is passionate about helping others gain the skill sets and resources they need to thrive. In her free time, she enjoys reading, going on walks with her dog, camping, and spending time with her family.

Deb Tremblay
COUNSELOR
Deb Tremblay is a licensed clinical social worker and licensed clinical addictions counselor with more than 20 years of professional work experience. She has experience helping patents with motivation, self-esteem and effectively coping with life changes and addictions. She believes that you are the expert of your story and you have many strengths that will assist you in overcoming obstacles that challenge you.
